yes you can schedule, but the ability to add an event that will notify the success or failure via e-mail is not currently in the Rest APIs.
you can schedule to e-mail, but this will send the report to the e-mail address, which, I believe, is not what you are looking for.
what you can do is schedule and then keep checking the status of the scheduled instance for either Success or Failure and then send an e-mail with the result, but this is outside of the BI Rest APIs.
