MSS Process

Dear Gurus,

I need your help, i have been asked to show the following process in SAP but i dont have MSS installed on my IDES and from what i search MSS can do the following process, can any one send me a recording from his MSS test system or maybe if this is possible to be done from SAP send me the steps how to to do it

Process – Manager would like to add more staff to his department – so he/she will request for more staff – check if anyone internal could be used – if not go for external – after there is a check if budget is available – option to approve or option to disapprove manager request.
