A settype, once assigned to another category or in another hierarchy, then this settype can not be assigned to another category.
Try to delete those categories with those settypes like CRMM_PRWTY assigned to it, and then you should be able to assign this settype to your category.

You are right, there are actually 3 classifications for a product and these with their bried description goes as follows:-
ECCN:- It is an abbreviation for Export Control and Classification Number. This is the classification for a product for compliance prospective i.e for the determination of a particulat license to be used for that case.
HTS Codes(Import):-It is an abbreviation for Harmonised Tariff System codes. This is basically a 10 Digit code( can be less than 10 as well but always greater than 6 charaters) used for classification of the products when dealling with Imports. This is based on the HS system and derives its intial 6 characters from that while the rest of the 4 digits are country specific. Thjis is more specific to identify as product more accurately.
HTS Codes (Export) or Commodity Codes:- This is also basically a 10 Digit code( can be less than 10 as well but always greater than 6 charaters) used for classification of the products when dealling with Exports. This is also based on the HS system and derives its intial 6 characters from that while the rest of the Charaters are country specific. This is more statistical and less product specific in nature as compared HTS codes for Imports. An Example for this is Schedule B numbers used in US exports. In that, the first six digits will be from the HS codes like HTS codes for Imports but the last 4 digits are always Zeros unlike HTS codes for Imports.

I have the follwing setup of BOMs/Routings:
BOM:
superBOM Routing
subBOM 1 operation 0030 phantom item
component 1.1 operation 0020
component 1.2 operation 0010
subBOM 2 operation 0030 phantom item
component 2.1 operation 0040
For the materials subBOM 1 and subBOM 2 I have set the Special Procurement type 50 (Phantom assembly) in MRP2.
I created first the subBOMs and then the superBOM.
My issue is that in CA03 or CA02 all of the component assignments are disappeared.
When I create a production order to the superBOM then all components will be assigned to operation 0010 in sequence 0. (first operation)
In some cases all components are assigned as an inheritance in the production order to the operation 0030 (like the phantoms has).
I checked the SAP Notes and I just found one with a report: 352375 - Item conversion in phantom assembly
Is not there any solution which I can use for multi-level BOMs where I only want the lowest level explosion with the lowest level component assignments?
We would not like to MRP the materials for the subBOMs and we only need to have the lowest level components in the production order.

I think you are trying to read data from ALV table instead of normal table.
If you are using alv table, the changed data will not be updated in context node immediately after action. To get the latest changed data of alv into context node, you need to use the method REFRESH of interface controller of alv component.
lo_interface_alv_ctrl->refresh( ).
Now, the latest data from alv will be updated into the context node.

if the output message type medium is '1-Print Output' and Logical Destination in communication method is not configured with printer, then system gives pop up to select a printer.
You said, you are trying to outputting the PO..
means PO is created, you just want to send the details to vendor again?
Then go to ME9F, and repeat your message output type (external send related) and then save it.

A few things come to my mind initially.
NWBC - for desktop can only use IE, you can't change that. The NWBC HTML version of course you can use Chrome - just check the PAM for your system for Chrome support levels
Screen Personas uses MS Silverlight (unless you just use the HTML version)... I'm not sure how well it works with the Silverlight plugin for Chrome - it might be fine... not sure.
Finally just also note that many of SAPs accessibility (screen reader support etc..) features aren't supported in Chrome also Adobe Interactive Forms don't work.
