Thanks for the table info.
For my error PRAGMA value is 'NOCOMMENT'.
Then i have used as below in my function module where the problem exists.
Submit program with p_struc = is_structure. "EC NOCOMMENT
But still the same error is coming. Please correct me if i am using it wrongly.

As I mentioned, this tax code has not been used since past 10 years. Before 10 years , it has been used. And hence there is a BSET entry in 2005 year. Let me know, if I can still change the rate, directly in the tax code.

Its nice that you are learning SAP Portal.Try searching in help.sap.com, you will find much more options than anyone could let you know,.
Do start from basics like iview,page ,workset,role, user creations and check the output for reference.
After that you can go for system object creation to connect to back end and pull data to portal front end using iviews.

It seems a once off incident. Please try using the OSS note 48815 program ZQEVAC20 to move the stock from quality to unrestricted, where MvT 321 will be posted at background. This will fix this particular inconsistency.
